General description of the error:
The format of the error message: The '' = '' character must follow \"{0}\" in the XML declaration.

Possible causes for this error:
- Attribute in XML declaration is not stated correctly and is missing character "="
Example
<?xml version:"1.0" encoding="UTF-8"?>
Error message: The ' = ' character must follow "version:" in the XML declaration.
Meaning of error: Here the version attribute name and value are separated with character ":", but XML parsing is expecting character "=", hence the XML is not considered to be well-formed.
How to fix: Replacing character ":" with character "=".
